A lot of people punish their children for masturbating, I don't see why, it's a completely healthy, normal thing to do.

To mom, you should have *the* talk with your son early on. Forget the fairytails and bees and other assorted junk. Just be honest about sexuality, tell him about STD's and safe sex. Do not leave it to the school because no kid takes it seriously in there.
Masturbation is as normal as breathing. Further, it's physiologically necessary for a non sexually active male. Rather than punishing your son, please take this time to teach him about sex and appropriate places to relieve himself. There is no possible way you can keep him from masturbating.

Health risks? None whatsoever. In fact, it's good for both phsyical and mental health. It's good for the heart as It lowers blood pressure and it releases (for empaths) oxytocin, a chemical that helps you relax. :)
