There are no frames on the page you linked to. Maybe you made some other mistake than the one I guessed at (forgetting the .htm extension), or maybe by frames you mean "borders" or whatever.. Something other than frames.
Or maybe you even figure we can find the mistake on a page we haven't seen. Could possibly right. Is there a noframes section in your code?
