I would think the quality of the photo and the type of camera is the answer.

you cannot increase the quality of picture with coding.

edit your photos first and upload them to your server.
you can sharpen your images using irfanview

is your whole site an image, that seems to be your problem. I thought maybe you were using a small image and trying to enlarge it, however I clicked on what I thought was an image and your whole website showed up. That in a nutshell is your issue.
