How did you update your "index.html" file? Did you do it within the Website Wizard or did you use the Text/Visual editors in the File Manager?
Your page was initially started in the Website Wizard. The Wizard has it's own "publish website" option. But if you made your changes using the Text/Visual editors publishing is not necessary. While the changes will not be seen by the Website Wizard, any changes made with the Text/Visual editors are available to the internet immediately when you save. The usual problem is your browser's cache. Force a couple of browser refreshes (F5 or Ctrl-R) to make you browser update it's memory. It usually takes two or three refreshes.
Note: If you go back to the Wizard, after using the Text/Visual editors, and use the "publish website" link. All of your changes will be overwritten. You should not mix a Wizard creation with any other editing method.
