Hi there does anyone know a code or how to be able to move a video anywhere on your website?

for example i want to move like a youtube video behind a picture of a tv as if the video is coming from a tv

How i going to do it is.. i want to move the video to a place i want to then ive find out how to put a image of an old tv over it :)

But i do need to know how to move a video anywhere like a click and drag to anywhere effect

Can anyone helpppp??!
