Can anyone tell me please, is it possible to stop visitors who use your email form on your website, from adding html to their messages that they submit, ie:- links etc.

HTML is just text. If you are going to let people write messages then they can write an html tag.

If this is regular spam then it may be machine generated. Add image verification to keep the bots out.

Else, if you know the person's IP address, you can also ban them (if you have that facility on your hosting) or add them to your spam list, if you have their email.

IP banning is not a good idea as most people have dynamic IP addresses. All you are doing is banning a random person from that ISP.

There are people here who have ended up banning themselves when trying to ban somebody from the same ISP.
