There isn't much we can do to check if the form is on your c: drive.
Forms are not easy, they do require a reasonable amount of knowledge of html and, to do anything useful, javascript. I stayed clear of them until I had been running a web site for at least 5 years.
If you are using Hotmail as your destination email first make sure that all your junk mail filters are off. When I tested my first form against a Hotmail account the messages were flagged as spam and I had to do some work on my filters to let them through.
There are several other possible reasons. As a general comment, if you are trying to make the form send emails yourself, don't! Use a third party email form service such as Bravenet or the UK based My Middlesex (more basic than Bravenet but a lower cost ad-free service)
