Is there some simple coding I can use to get a picture to open in a new window when the "clip" is clicked on, on a webpage?

Either add target="_blank" to the tag (note this is deprecated so new browsers may not support it) or use a Javascript window.open call (note this will probably be blocked by popup blockers on most systems).

The way web pages are expected to work these days is that you supply the content and your visitors decide how they want to view it.
