Thanks for the info, but you are talking another language. I am computer illiterate, I have no idea where to find the body tags and does all of that info go in there?

Well, you already have a background picture, and moving it around will only make it look out of place on your computer. There are ways that might get you closer to what you want, such as making the picture background in a table, then put your writing in the table. However, I strongly suggest you do thing the simplest way possible. If the picture is important to you, put it on the page, with writing above and below. You cannot know where the writing will be on my computer. You don't know my resolution, you don't know my window size, and you don't know what fonts my browser will use instead of the non-standard fonts you are trying to use.
