Assuming that you are the one to supply the news, there are lots of vertical text scrollers available. In Bravenet's script archive there is one under "Scrollers" named "Scrolling Text". It's very easily configured. If you don't like that, go to www.google.com and do search on the string "Javascript vertical text scroller". The first page of hits should be all you need. Among the other text scrollers, about 3 or 4 hits down the list, is a flash scroller developer that makes a great display.
