Not to worry. You don't have to work on that. You see if your visitors want the window to be a special size (and they very well may), they will simply resize the browser. If they don't want toolbars or menus, they will disable those.
If, on the other hand, they WANT them, you are better advised not to mess with your visitors. If you don't want visitors, simply tell them to go away.
If you want to do this on your main page then I agree with Corwings 110percent
If you want a link to create a special window (say with a larger image of a product you are selling) then you can do this easily enough by creating the link in JavaScript.
There are lots of free script libraries around (one is linked above) but you will need a passing familiarity with coding issues to tailor it to your requirements.
