how do you make html, because I am honestly at the end of my rope with it.
I have a program called HTML image assitant, and it scans the image and creates an HTML tag for it, but I don't think the tag is right because it looks as if it is linking to the image on my hard drive. If that is the case, will anyone else be able to see it?

HTML is actually just plain text. The browser software uses the tags (enclosed in < & >) to decide how to format the page.

Most editing programs have an option to let you edit the underlying code, or you can just use a text editor like Notepad.
