Images need to be loaded to the same site as where the web hosting is. The only exception that Bravenet make is that images loaded to the Photo Center may be used on web sites that are hosted by Bravenet. (I can't think of any reason why anyone would need to load the images to the photo center instead of their Bravenet site though). So if your site is with Neopets then you need to upload the images to Neopets. If Neopets doesn't allow you to upload images then you need to consider moving your site to somewhere that does.
