If you refer to MS Publisher, that is an application made for cards and print layouts, not for websites - the code it generates is horrible, and some browsers may not even show your site properly. You're better off with a real web editor; try www.download.com, there are heaps. Try a few and keep the one you like best.

What you need to do to make your site available to the world is upload it, both the HTML files and the images. The above linked site can guide you.

There are only a few rules:
-your first file, the "entrance" to your site, has to be called index.html and nothing else. Not INDEX.HTML or Index.html or index.HTML, for a webserver they are all different files.
-the other files should only contain a-z, 0-9, - or _ in their names. No spaces, quotes, dots, whatever.
