For example if I have a list of Recipes and I want to hyper link one recipe to another page in my website - How do I tag the recipe so when some one clicks on the name of the recipe it goes to a specific recipe instead of to the top of the recipe page?

You want to link from one page to a specific spot on a different page? Hmmm, I've only used that within pages, not from page to page, so I'm guessing here. Try it and see.
First you need to name the sections of the pages where you will be sending the links. Like right above the "apple pie" recipe, put:
This is what would be used within the page to link to that section:
I just tried it and I tried changing "name" in the link coding to "target" and "id" and none of them worked. I don't know if it can be done...if so, I don't know how, sorry
Unless I'm misunderstanding what you're trying: the link that is on ranch.html, and that links to recipe.html#marvelous marinade, is functioning fine for me. Doesn't it work for you? Try pressing Ctrl+F5 when viewing that page, maybe your browser didn't really get the latest update from your site, and by pressing Ctrl+F5 you force it to do so.
