layers displaying differently in MSIE and Netscape

I have layers placed on my webpage, that I authored in dreamweaver. It looks fine in MSIE, however in Netscape every layer is offset vertically. Any suggestions on how to make them display the same in each browser, without creating one page for Netscape and one for MSIE?

And, are there any resources on the web that address these kinds of issued, on how to create pages that display correctly on both browsers?

What version of DreamWeaver are you using? Sometimes there is no way to make both browsers view the page the same way.

Although I did define the page margins, I defined them for both browsers in the code, see below. However, even when I made a test page with no margins defined, that is default, the layers displayed in the same problematic way. So I did that to eliminate the margin variable - see below...
