-how are people for the ocf executive choosen. I know they do nominations. But is it based off of how many nominations you get or does the current board just pick?

Nomination forms are available now. Votes are done if there are enough people nominated. In the past few seasons there are only enough to have an executive but not enough to vote people in. The executive is completely volunteer. Contact your regional director for nomination forms.
