The final decision to choose 2 sports on 5 will be taken in july, by the National Olympic Comite elected to organise olympic games. If rugby is choosen, it will be played by 7 players.

The decision will be taken by the IOC members, not the National Olympic Committee which hosts the games. There will be no new sports included unless one of the current 28 is dropped. There are five new sports being considered but npossibly one of them may get in.
