Palmer and the World Open?

Palmer is banned by the WSF for a year, and now the WSF have regained the World Open, Does this mean that Palmer can't compete in the tournament or is he allowed because the "ownership" switched after his sentence

If i does mean that he can't play, i think it would be unfair for him and a sad thing for the sport, as he is one of the most succesful (1 time World Champ and 3 times British Open is no Fluke) and amazing players around these days.

This whole banning of David Palmer also throws the World Team Champs into a whole new perspective as the english now are to be considered as major favourits now, that the australia squad is in reduced form.
