I'm having problems with traction tire deterioration. They are a problem to replace, especially on steam locomotives. Is there any risk to locomotives or track (other than decreased pulling power) to running the locomotives without the tires?

No risk, but try this. Clean the metal wheel with isopropyl alcohol and fill the groove with silicon, using a Popsicle stick or similar. After drying, trim with X-Acto knife.
