Hi, I am looking for a VP movie. this is all I can tell you about it:

there is a small guy playing in it that plays in alot of these type movies, don't know his name either.

think it is a B & W movie.

the small guys has webbed fingers. there is a lot of fog, as in London, and they ride in a horse drawn buggy.

I'm gonna take a stab at it and say it's "the haunted palace"

The scene sounds like the part where it shows some villagers that are disfigured. A girl also walks by with no eyes! eep!!
